A 3.6 across 246 reviews is a real signal rather than noise, and the criticism tends to be about the experience rather than the games: service pace, the age of the fit-out, and the feel of a floor tucked inside a hotel rather than built as a destination.
Set expectations accordingly. You are visiting a competent gaming floor inside a resort, not a casino that the resort was built around. If you arrive expecting the latter, the 3.6 will make sense to you.
The Medicine Hat Lodge is the draw
Copper Coulee sits inside the Medicine Hat Lodge, a four-star hotel and one of southern Alberta's larger resort properties, with three restaurants on site and live entertainment.
Elements Lounge connects directly to the casino floor, which makes the gaming a component of a weekend rather than the reason for one. The Lodge's water park and spa facilities are the things families actually book it for.
That framing is the honest one: this is a hotel amenity of unusually high specification, and it should be judged as such.

If you are driving to Medicine Hat specifically to gamble, reconsider. Pure Casino Lethbridge is two hours west with more machines and longer hours, and the 3.6 here reflects something real about the experience.
